I agree with this. We have past rulings telling us OR is not exclusive. And nothing in her power seems to indicate it is.

The consensus (though not "Oranged") was that she can use it both regularly and as a free action. I don't think the order matters, based on the wording on her card.

Renokhan, I feel, has rightly pointed to the precedent of Baron Mordo's THE ANCIENT ONE'S BEST PUPIL power which, in a FINAL WORD was clarified that "either or" means you make a choice of one power to the exclusion of the other. "Or" does not indicate a choice between two elements must be made. A power stating "... may use Outwit or Perplex" would allow you to activate both powers in a single turn.

Alternatively, Wizkids designers have taken to using "Once per turn, _________ may use Outwit or Perplex", which would operate similarly to the "either or" clause used with Baron Mordo's THE ANCIENT ONE'S BEST PUPIL.
