Can the abilities granted by resource dials be countered? For example:

Can RCE, flight or poison granted by a cyclops shard be countered on a character?

Can the actual powers granted on the pheonix dial itself be countered?

No, unless it says that they possess the power or ability, then it can't be countered.

Note, though, that if an effect says "can't use ____" that effect will prevent the use of whatever fills in the blank. It still won't counter it, though. It's like me removing your car's sparkplugs. Oh, you've still got your car, sure, but it's not going anywhere.
