If we hop in the "Way Back" machine there used to be a rule that a character with a 0 printed attack value couldn't take an action that included an attack, but it was removed years ago (2 or 3 years before cards, I believe.) It was essentially there to keep figures like Destiny from getting in a lucky shot and koing a fig on their last click.
Ummmm. No there was never any such rule. I've been playing this game for darn near a decade now.

You're mistaken.
Perhaps you are confusing it with the rule that says you must have a range higher than 0 to make a ranged attack.
Perhaps, but believe it or not I was told that was an old rule and you could perplex your range to 1 and shoot a flyer (like I said previously, lots of bad "rules".)

Depending what exactly you mean, that last part was probably correct way back then.
