My logic says no, but I've been wrong on clix a lot. No because, simply, if you moved 0, you didn't move = no action.
2013 Rulebook, Page 9:

A character given a move action can move up to its speed value in squares across the map. A character might have a power or ability that affects how it can move. A character does not have to move its full speed value, and it can choose to move 0 squares.

I believe you can't, but not because he has 0 Movement, but because on those clicks he also has a power that says that he "can't be moved". Otherwise you'd be OK just giving him a 0 Move move action.
Ah, thank you, I didn't have access to my PG and forgot his special power had that added clause preventing it. So that is why he was different. But nothing prevents characters with a printed 0 speed from taking a move action. Good to know.

Mr. Pennyworth of the Batcave will be delighted to hear this, as I thought he couldn't be given a move action to push his way down to the "Come Alfred, I need you!" power.

Remember, you can't logically apply real word physics to a game based on super humans and supernatural powers.
The maps in this game are not to scale. One square on a map can be very large in respect to the fig occupying it. A fig with charge and super strength, and adjacent to an opposing fig and an object could succeed at break a way, run over to the object, pick it up, run back to the opposing fig, and attack the fig with the object. all with out leaving the square it started in. thus, a fig can move zero squares.
