You will take no critical miss damage from a "no damage" attack.
2013 rulebook page 10:
NO DAMAGE
An attack that deals no damage ignores modifiers to the damage value. Attacks that deal no damage deal neither critical hit damage to the target nor critical miss damage to the attacker.
Wouldn't it be possible to critical miss with Incapacitate when targeting someone with two tokens on them? Or is it still considered a no damage attack?

Give this character a close combat or ranged combat action to make an attack that deals no damage. If the attack hits, give the target an action token; if the target already has 2 action tokens, deal the target 1 penetrating damage.
It is considered an attack that deals no damage until after you hit a character with two action tokens, which leaves me questioning if a critical hit will increase damage dealt, because it would be determined a critical hit at the same moment it is determined to be a hit.

Wait, so what about powers like Mind Control and Support?
Mind Control is also a "no damage" attack, so no critical hit/miss damage for it either.
Support is not an attack at all, but has special rules saying that a critical hit will increase the healing by one and a critical miss will deal one unavoidable damage to the target character.
