Mind Control begins: 'Give this character a close or ranged combat action'

Is this just language redundancy and they're the same thing (i.e. you can mind control an extra target) or are they seperate things (so you can't)? I saw a thread about Moleman using it but this particular part was never addressed.

Ranged/close combat actions always lead to ranged/close combat attacks.

The extra target will work with Mind Control.
