#1 Only Blocking Terrain like the Wall block line of sight...the other just adds one to the defense of the target if going through your line of sight.

umm perplex can be used with the fig's av and range now and willpower is also allowed with rce it wasn't before .... as long as you don't modify the dmg value you can still use the rce power

Yeah, with 3 Perplex stacked on top of his 9 Attack!?
Why not advertise all figures with stats that are 3 higher than what they've got?
WKids could say, "This Paramedic does 3 Damage".

running shot and charge being the exception they CANNOT be used with rce or cce as of yet just thought of that

2: As others have said, other powers can be used with RCE as long as you are not modifying the damage dealt. The issue with Running Shot is that it allows a ranged combat action after movement, using RCE requires giving the character a power action.
3: When starting your movement in hindering terrain your movement is halved.

Yes. The restrictions on RCE are (quoted from the Indy PAC):
1) "This character’s damage dealt is not increased when using objects as weapons."
2) "No other powers may increase this character’s damage value or damage dealt when this character uses Ranged
Combat Expert."
Nothing prohibits you from using the superman TA as you are not increasing the damage value or damage dealt.
