1. Is blocking terrian a wall and hindering terrain a bush? Do both of them block LOF?

2. No power can be used with CCE or RCE right, like perplex?

3. If a character is already in hindering terrain and is moving around IN (not out) hindering terran would that persons speed still be halved??

The answers....

#1 Only Blocking Terrain like the Wall block line of sight...the other just adds one to the defense of the target if going through your line of sight.

#3 Correct...once in hindering if you stay in hindering your speed stays at full movement

umm perplex can be used with the fig's av and range now and willpower is also allowed with rce it wasn't before .... as long as you don't modify the dmg value you can still use the rce power

Sure enough.....Just about everyone at my venue still plays the old way with perplex and rce and cce...I had not really noticed the change...

2: As others have said, other powers can be used with RCE as long as you are not modifying the damage dealt. The issue with Running Shot is that it allows a ranged combat action after movement, using RCE requires giving the character a power action.

3: When starting your movement in hindering terrain your movement is halved.

can CCE or RCE be used if someone else uses outwit on your opponents invulnerability?

Yes, RCE and CCE can be used on someone who has their invulnerability outwitted.

how about using the superman TA and RCE?

Yes. The restrictions on RCE are (quoted from the Indy PAC):
1) "This character’s damage dealt is not increased when using objects as weapons."
2) "No other powers may increase this character’s damage value or damage dealt when this character uses Ranged
Combat Expert."

Nothing prohibits you from using the superman TA as you are not increasing the damage value or damage dealt.

so then SHIELD +1 couldn't boost a RCE, right?

Yes Shield Ta can increas RCE damage dealt
