Basically the title says it all.
Example, Smasher pick up a standard heavy object. At the beginning of his next turn he choose Close combat expert via Special Power (Exospex Download). Add (+2 to his attack with CCE) and (+2 to his damage via Heavy Object) to use in a attack. Would this be legal?

You can normally combine CCE and damage from a heavy object, however Smasher's power reads:
EXOSPEX DOWNLOAD: Give Smasher a free action and choose a standard power you didn't choose last turn. Until your next turn, Smasher can use the chosen power but can't use any other powers.
So as soon as you choose CCE then he loses super strength and drops the object.

Not only is it legal but it's mandatory for him to use it in the attack.

If he uses it to select CCE he can't use Super Strength.

If he can't use Super Strength, he drops the object. RB, page 16:
HOLDING AN OBJECT
A character can hold only one object at a time. When an object is held by a character, it occupies the same square(s) as that character, but can’t normally be targeted, destroyed, or taken away from the holding character. If, however, a character holding an object is defeated or loses the ability to use Super Strength, the character automatically drops the object, which stays in the square the character occupied when it was defeated or the power was lost. If there is already an object in the square when an object is dropped, the dropped object is removed from the game.

Well...they don't necessarily have to be on the same "click". The character just has to be able to use both of them at the same time. If so, then you would use the object (modifying the damage value appropriately) in the close combat attack you make when using CCE.

Rule of 3 still applies, so if you have picked up an ultra-heavy just throw +2 into attack; If you have a heavy, then at least +1 should go to attack (barring any negative modifiers existing on the character's damage value).
But as noted, using Exospex download causes Smasher to lose access to all other powers. He can choose any power, but when he does then he has that power and that power only.
Angrir is a good example, though, with multiple clicks with those powers overlapping.

(Speed) Revert: Thing: Give Angrir a free action and replace him with a figure named Thing of equal or less points that's the same number of clicks from its starting line. You may assign FI #S107 Angrir's Hammer to that character and it can't be given an action this turn.
(Damage) Hammer Clobber: Angrir can use Close Combat Expert. When he does and hits, hit characters are knocked back 4 squares and you may place a heavy object in the square they occupied.

No. RCE is activated by a Power Action. Throwing an object is activated by a Ranged Combat Actions.
You also could not combine throwing an object with other Ranged Combat Action activated effects (like Penetrating/Psychic Blast) as you must give the specific Ranged Combat Action to activate the effect of throwing the object.

You can, however, throw an object and use Energy Explosion. That can be fun.
