I figured it was some type of way to force a character to duel you. Pretty much you have to slug it out.
That was my thinking as well... If Amethyst and <whoever> are off in Gemworld via her portal, how can <whoever> be using perplex, outwit, and/or PC to affect what the others are doing?
I know that there is no good way to remove them from the map completely, but it seems like the most restrictive application of the reading would come closest to matching the flavor.
But hey, at least we have a ruling.
Amethyst and <whoever> may not make ranged attacks and can only target each other with close combat attacks. They can target any other characters with whatever.
please let me understand few things
1. The only 2 figures affect by gemworlds is Amethyst and the opposing hited character? the other figures in the map are affected?
2. When it says close combat attack means the opossing can charge her? or HSS her?
3. They can outwit perplex or PC her? (why? is this effect choise a target? can someone put the exact rule?)
4. Poison works between them ?
5. Other oppossin figures can attack a amethyst?

I don't understand what you are saying here. Please elaborate. Just in case these help though:

Isn't pulse wave still a RCA? I guess the question is can the terms "may not" and "must" be ignored?
Ranged Combat Action =/= Ranged Combat Attack. It's the same reason you can Pulse Wave while you have Battle Fury from Atrocitus or Unspoken. "May not" and "must" can be completely ignored as long as they don't also say "can't be ignored".

Prob Control draws a line of fire. Anything that draws a line of fire always targets. So Prob Control does target.

Battle Fury prevents the characters from making ranged combat attacks, not from being given ranged combat actions (which lead to ranged combat attacks). Pulse Wave requires that the character be given a ranged combat action, after which you draw lines of fire that ignore most game effects.
