Does AVX Prof X's "I Can't Let You Do This" stop a figure from using a Double Power Action?

Quoting the effect helps:

I CAN'T LET YOU DO THIS:#Professor X can use Mind Control and is not dealt unavoidable damage from it. Opposing characters within range must be given double power actions instead of power actions.

Since it only makes Power Actions into Double Power Actions it will have no effect on powers that are already Double Power Actions.

Does a victim character to Professor X's I can't let you do this still get to do the power action they wanted to do as long as they do it as a double power action and can place both tokens?
