I ran a Tbolts theme team the other day.
FF Rulk
Speed Demon
main set Punisher
FF Mercy
Mighty Hawkeye
The Rulk team stealth made everyone of my opponents position poorly to start the game. It felt dirty all day long. Mercy feels like FF Switch light.
Ran Elektra today with Hydra wolverine and two dreadnaughts. Elektra essentially having 14 atk and 6 damage for 75 points and some tricky team building felt pretty good.
Agreed though on punisher. The main set one is a bajillion times better.
FF Venom just sucks.
FF deadpool is pretty lack luster

THE MAP IS AWESOME!
those are my feelings.
Main set Punisher is a beast. GF Deadpool is probably the best out of the set. FF Mercy does feel like a light Scarlet Witch. I wish FF Rulk had some sort of a move and attack, I.e. Charge, but pretty decent. I haven't ran either Elektra but the FF one does look pretty good.

Just to note...
Traditionally, you need a Team Ability to exist on a modern age character in order to use it with stuff like T-Bolts in a modern age game, so depending on the game format and/or the judge's ruling Ultimate X-Men may not be an option.
Can you please cite this ruling? I am sure you probably made it back in the day, but I never saw or heard of this and can find nothing in any existing rules document to support it, so if there was no post at one point in time that still exists, I don't think it counts as a rule?

I said traditionally for a reason.
The ruling goes all the way back to the beginning of T-Bolts...even before "ages" as we know them now.

The original ruling was made on the old WK site.
Does that mean you can't link to it? I can't seem to remember the old URL, which is disappointing, because I really wanted to read about this. I don't know, what's the precedent on rulings that used to exist and no longer do? Are they still valid?

Except NECA hasn't made a list of modern team abilities. As far as I'm aware, that ruling is related to how certain team abilities became ATAs (which disqualifies them for getting chosen for thunderbolts).
The increasing scarcity of printed team abilities makes this a bad move overall. Team abilities used to be on the majority of figures. The introduction of keywords has made team abilities much more rare. The 'discontinuation' of a team ability isn't an indicator of the current company purposely dropping it, but more of a side effect of having sets that actually focus on a theme.
It's not worth looking up what the last set that contained a specific team ability when the company currently creating the game doesn't care either way. [My judge is overwhelmed keeping track of everything already without adding this too.]

As far as I'm concerned, rulings do not have an expiration date or become reversed simply because nobody asks the question for a long time.
