First off, it makes it a LOT easier to quote the powers
LEADERSHIP At the beginning of your turn, give this character a free action and roll a d6. On a result of 5 or 6, add one action to your action total for that turn and this character may remove an action token from an adjacent friendly character with a lower point value.
BYSTANDER TOKENS
A bystander token is a character which does not have a combat dial. Although a bystander token has combat values and follows all rules for HeroClix characters, it does not click. If a bystander token takes any damage, it is defeated.

Let's check Falcon
FLY, REDWING, FLY: Give Falcon a power action and remove Redwing from Falcon and place him in an adjacent square. Redwing becomes a bystander token as described on the back of this card.
And we know bystanders are, by definition, characters
GULYADKIN: As you place your force on the map, you may place in your starting area a Gulyadkin the Lion bystander token as described on the back of this card. As long as a friendly Alyosha Kraven is on the map, Gulyadkin the Lion can be given one action as a free action.

Yes they do. 0 is still a point cost. It just happens to be 0.

They do not really post here much (if at all) any more. Getting a response from one of the many people on this site who are highly skilled with the rules is as good as it gets for now.

When you use Hypersonic Speed and successfully break, you may make an attack against an adjacent character before you start moving. But, you may say, the attack must be made DURING the movement. Because you broke away you are considered moving, even if you have not actually moved the character a single square.
Zero is a number in clix.
For Leadership, 1 is higher than 0 so any character with leadership and costing 1 point or more may pull tokens off a 0 cost character
As to your 2nd point, "bystanders enlisted don't have a point cost", I checked a couple of the pogs mentioned and they have 0 as their cost
