Can I make a ranged combat attack against an opposing character which is adjacent with one of my clix?

As long as you have a clear line of fire you can make a ranged attack. It looks like you are good to go in it diagram.

To clarify, if he's talking about the Top friendly character making the RCA, that's a no go (barring special rules that allow otherwise, which come up from time to time) due to rules of ranged combat and adjacency. The bottom figure is free to attack as he pleases, line of fire permitting.

I believe you have his question backwards otherwise there would be no point in having the other friendly character listed.

Mage Knight has a rule that you cannot range attack based characters. No such rule exists in Heroclix.
