If I give a character an ATA based on one of its keywords, does that negate any other team abilities that are printed on the character itself? Or does the character have access to both team abilities?

I am pretty sure ATA now stands for "ADDITIONAL Team Abilities" (as opposed to the original "ALTERNATIVE Team Abilities") so you can still use the original Team Ability as well.
So for an ATA. You must have theme. Which is where all characters on your team share a keyword.
Then you pick out a keyword out of the pool of keywords that everyone on your team has, to determine the ATA you want to use.
Every character that has the Keyword that corresponds with the ATA you want to use, must be assigned the ATA, with points for it paid for each.
When using an ATA, you can use any and all printed team abilites your figures have. Also if any of them are Wildcads, you can copy ATAs, as long as they are copyable and not already assigned to that character.

Pretty sure you don't need to play it on a Themed Team... I know you're only allowed to play 1 ATA per team though.
Ie. I could play Dracula and Batman on a team (no theme) - and still play "Legion of Monsters" ATA - but only Dracula gets the additional ability...

This is incorrect. ATAs can only be played on a Theme Team. This changed a few months ago with the latest version of the Rule Book.
Also, the ATA you play does not have to be assigned to all figures on your force, if it cannot be assigned to all figures on your force.
Meaning, if your team has four characters that make an Animal theme team. Rocket Raccoon, Krypto, Warg Rider, and Mother Grizzly you could play the Guardians of the Galaxy ATA and it would only be played on Rocket Raccoon.

Yes you must assign it to all eligible characters.

So I agree with everything you have stated and I was just curious if you or someone else could quote the rule that I have put in bold. I just cannot recall reading this.
Each ATA card indicates the cost per character
that must be added to your force in order to use it in
the game; all characters that meet the prerequisites
must be assigned the ATA and your force’s build total is
affected accordingly.
