Coming in new it's a little hard to find certain things, like a list of the resources and the rules around them, is there somewhere i can look for that?

There are two places actually. One you can use the Units section to just look at them and what their text is. Once Tyhpoon announces his rules team there will be one stop shopping for this.
FWIW, you can narrow down the search in the Units section by searching for "R1" (not the quotes, just R1). Most all of the resources have set numbers starting at R100, but some of the attachments aren't so lucky (eg. the WoL Constructs start at R200 with the Rings starting at R300). Once you know which set to find the main resource in, you can read up on the rules and look at the set to see more attachments to it.
Although for some reason, some of the starter set and/or LE figures come up in that search... just skip the figures and you'll see the resources.
On a side note, there are a couple of pieces that can attach to the resources that are released with other sets. For example, the Utility Belt came out with No Man's Land, but there were attachable elements that came out in Teen Titans, Streets of Gotham, Batman, and even "Wizkids" (which is the Convention Exclusives). So far, I think that's the only exception, but more could come out in the future (and might if they do ConEx Constructs with the Batteries as some have hinted at). :-s

Awesome, that gives me a nice way to search. Random side question, is there a way to see what universe they are under that? (Most will be self evident i know, but just for ones i'm not sure on)
That also comes up in the search.
The Units section very conveniently sorts by universe... non-comic, then Marvel, then Indy (although nothing will come up in Indy under this search), then DC.
