(Special) The Guilty Must Be Punished: Once for all characters with this ability, each time an opposing character hits a friendly character, put a Guilty token on the attacker's card. When Punisher attacks a character, modify Punisher's attack value by +1 for each Guilty token on its card, and modify his damage value by +1 for every 2 tokens on its card.
(Attack) Frag Grenade: Punisher can use Energy Explosion. When he does and targets only one character, damage dealt is penetrating damage.

Just a quick question about Punisher's last two dials. Why isn't his Damage Power just RCE? Is that so you could have options via relics and resources? Is it so you could target two?

You still can't target two characters with Punisher's special RCE
They already created it and "priced it" for clicks 1 and 2 so it was easy to just use it again.
In the current game there are tone of ways to give other figures powers they don't currently have. By keeping his special RCE on his back dial it provides other future options available.
If he faces someone who shuts down Power Actions, this Punisher, for example can still use his RCE.
Visible Dials and Pushing Damage need to be optional. This is the way.
I'm glad someone in this thread knows what the hell they're doing.
You'll notice that we all inferred the OP knew that based on the question:
"Why does Punisher have his Special RCE on his LAST 2 dials?"
Since there was only one dial shown and since he has his special RCE on his last 2 clicks, we can infer that is what he is asking. Continuing, Punisher only has stealth when he finishes with his special RCE so giving Punisher regular RCE would have had the same effect.
This is what it would seem the thread was about, thus the posts following the first answer that question.

My guess is they gave him a special RCE on top so rather then giving him standard RCE they figured might as well just give him the special back. Since those last clicks just have stealth it really doesn't change anything for him having the special power rather then regular RCE when looking just at the dial itself but in the age of Heroclix we're in now where resources, and now possession, are major parts of play its very likely that by this point in his dial he'll have a hammer or something that could give him something like run shot that makes this worth having. Pretty much just thinking of combos with relics and resources like the OP thought.
