As a real young kid, I remember reading one of those old 70s era Curt Swan Superman comics, and the one I read had Clark Kent using his X-Ray vision to see into some apartment in which there was a gathering of Superman's greatest foes of the time. As I recall, the pic featured Lex Luthor, Brainiac, Mr. Mxyzptlk, Toyman, the Prankster, and Terra-Man. I don't remember if Bizarro was there or not. I suppose it also could have featured Atomic Skull.
Anyhow, the point I meant to illustrate was that from my earliest comic reading days, I was given the impression that Terra-Man was on the short list of Superman's greatest foes. It didn't really matter that by the time I started reading Superman comics, he wasn't really around much. In my head, he'd already earned his place forever.
I was thinking of this exact story when the comment about him not teaming up came up. It's the exception that proves the rule, basically.
And I too had a sense that this made him one of Superman's greatest foes. Of course, back then villains weren't involved in every single story and their appearances were spread out.
