Okay with the Sniper Rifle and the Emotional Spectrum ability, if there are two opposing characters within my line of fire, would that make my range a 13? +10 from the construct,+2 from the Emotional Spectrum, and +1 because all combat stats are +1 if I use the ring and they have the Star Sapphire keyword? Am I right?

You are right. Ring and Spectrum are all modify and you always replace then modify which means in your example you have a 13 range
