The Science Police Officer (SLosH 004) is an interesting piece because of the following ability:
Tactical Deployment: When an opposing character within 8 squares is given a free action, if that character has been given a non-free action this turn, after actions resolve, deal that character 1 unavoidable damage.
There are a few rules quirks to the ability that are immediately apparent to me. The first is, of course, it doesn't require line of fire, and, perhaps significantly, it checks when the action is given, not when it resolves. So, if, say, a character moved 9 squares away, and then Sidestepped to be within the 8 squares, since that character hasn't been given a free action while within 8 squares (... I think? Wouldn't mind confirmation on that).
What I'm less certain about are actions with multiple free actions contained within. If, say, a character with Multiattack activates Multiattack (a Power Action) and then uses Hypersonic Speed (A free action in this case, which contains a free attack) would they take 2 unavoidable damage for triggering it twice? Or would it just be 1 since it doesn't apply the damage until after actions resolve? I currently assume, because of the way "after actions resolve" generally works, that if the multiattack user then took their 2nd free action while still within 8, they would definitely take 1 unavoidable again, but I'm only 98% sure on that.
Finally, I assume that every instance of Tactical Deployment that overlaps a character will cause them to take damage (So, 3 Science Police Officers could cause 3 Unavoidable Damage if one was incautious with their use of Free Actions), but I've occasionally run into incredibly unintuitive rules quirks in this game so I'd like an outside source to confirm that for me, if someone would? Thanks!
It would trigger each time a character is given a free action within 8 squares of the science police and the character would take 1 click for each time it's triggered. Anf yes it'll trigger once for each Science Police within 8 squares.
Also note that it's several instance of 1 damage. So in your example it would be 1 click twice rather than 2 clicks once. Which is important considering stop clicks and clicking on and off powers.
