Yes Anthony, I know. I knew the minute I posted that exactly what you were going to say. My statement still holds true. The trait is before the Pulse Wave. Is someone within 6 that is/was/could use one of those powers? Yes? Then when Banshee hits them, the damage is increased by 1. It doesn't matter what he hits with. Pulse Wave doesn't counter the powers, so the powers are still on the dial. The character still qualifies for the trait.
This is not complicated, its not unclear.
I guess that's just an opinion.
Oh, now I understand what you were saying in the earlier post. My mistake for misunderstanding. Like I said, I agree that is the correct conclusion, but disagree it is unambiguous and perfectly clear.

Draw lines of fire to all other characters within the area of effect, including at least one opposing character; these lines of fire ignore all game effects except for walls, blocking and elevated terrain
Banshee can use Improved targeting: ignore elevated.
because pulse wave specifically states that it's lines of fire are blocked by elevated terrain, i'm assuming it cannot be use the improved targeting? (elevated still protects you when he uses pulse wave)

Banshee is shooting down at a figure in a crater on the moln map...Banshee is NOT on the rim of elevated BUT he should still be able

... I'm pretty sure that improved targeting works on PW. I don't see any reason it shouldn't as it explicitly states that you ignore raised for line of fire, and pulse wave requires line of fire, so the improved targeting should superseded the rules for PW.

The bolded is untrue. PW makes his lines of fire ignore everything except elevated and blocking. His IM then ignores the elevated, and if you use the dba they will ignore the blocking
So just to kind of sum up everything here. Banshee will deal 1 extra damage while using pulse wave in both multiple targets and single target pulse waves and he can also use pulse wave to target characters through elevated terrain.
