When I saw Ralph on the set list I was really hoping for a Black Lantern variant in the prime slot. Although much improved over the CD versions as a super rare he will probably stay at a low cost since there is nothing game breaking going on here
I was extremely stoked to get an updated version of Ralph Dibny and this fig is no disappointment. Like everyone else who was anxious for a new Elongated Man, I was hoping he'd be a duo (solving mysteries and solving crimes alongside his wife, Sue Dibny) but I'm still very grateful for this new version of the character. As ComicJunkie pointed out, there's nothing game-breaking going on with this guy, but his 8-range 'ignores elevated, hindering terrain and other characters' outwit and mid-dial perplex will be a great asset to the Satellite-Era JLA teams I will field him in.
Do you like DC comics from the 1980s? So do I. Check out: www.dcinthe80s.com.
A good harasser and support piece. He's not much offensively, but could certainly benefit from a little construct help (Red Lantern: Poison, CCE (Boxing Glove), Giant Reach).
For a Black Lantern theme, Possess him with Black Hand, and make sure to dust off your Sue Dibney bystander. Done.

Reason: second thoughts
I love that he can tie down the majority of an opposing team with plasticity from 2 squares away while stealthed! JLI team with Guy Gardner & the Net Construct places ralph within 2 of the enemy, stealths him, and the following turn just starts dishing 4 to people wrapped up in Ralph's tender loving arms. Or the Crossbow on Guy (or Hal for JLA teams) for 6 damage. AND Ralph is Outwitting the biggest threat before each attack. Fun for all! Well, you know, maybe not the other guy :)

"I'm a soldier, not a diplomat. I can only tell you the truth."
His Perplex is named as "But I'm a detective, which means I'm like Plastic Man and Batman rolled into one" So what do I have to do to unroll the Batman part and get a modern age Plastic Man figure?
Can he be charged because of his Gingold Soda trait? Plasticity says "Opposing characters entering a square adjacent to this character must end their movement, even if they would not have to do so normally." And since he treats characters 2 squares away as adjacent for movement I don't see how he can be charged or really in sort of move and attack for close combat.

He can be charged from outside his "plasticity bubble" if a character ignores other characters for movement purposes.

Even though it says "even if they would not have to do so normally." Usually my play group is pretty good with rules, but this has been a point of contention. Planted in hindering he's been hard to hit unless they ignore hindering for line of fire. I am not doubting you it's just one those strange corner cases that i've only avoided with hopping over outdoor blocking terrain.
