That effect has to be in relic/resource form. (no other character clause)

The other team must have only exactly the correct amount of damage in range to be compelled, but nothing else in range to attack for the KO.
Only if all three of those could be met would Black Swan be a threat for a "forced win", and then the player has earned it IMO. If anything, this effect is too weak to matter in competitive play.
However I do like finally seeing some goofy win conditions like this and the collector. The only complaint I can really imagine about them, once one actually works, is that it brings the mechanics closer to a card game than a war game.
I don't understand why you are so adamant it can't happen or that it will require so many crazy hoops to jump through. Every set we get some sort of game mechanic or effect that is brand new and has never been thought of by the players before. Something that you can't think of that totally breaks Black Swan is well within the realm of possibility.

The difference is that the Collector can currently be weaponized... though when I won a tournament with the Collector, it was a 600 point game. And technically, I only used the alternate win condition in two of the three games (though the third game only caused me difficulties because at the time it was legal to put collectibles in orange terrain, something which (they say) is changing in the ever-hypothetical "next" Player's Guide).

Yeah 150pt Collector with Butcher or Black Hand (or a Phoenix Force on RS) could be viable and dangerous, but I've never fielded it. 400 becomes far more viable due to a lot of the cheaper pieces being created that are really efficient and can give him 2-3 friends.

But unlikely. You have to assume that the opposing team is not spread out. You have to assume that the opposing team doesn't also have TK to hit Collector after his turn 1 of picking up a hammer (and doesn't he need to be moved 5 squares not 4?). You have to assume the opposing team doesn't do something simple like spread out. You have to assume that a 10 attack is good enough to hit everyone on the opposing team (since you need to hit by 3 more than defense value)... and that's the thing that seems the most iffy to me. If they're being defended by Despodara, you'd need to roll at least a 10 to hit *anybody* well enough to collect them... and you have to hope they don't have PC. Sure, you might do normal quake damage if you roll an 8+, but you need a 10+ for instant win. That's not reliable to me.

Which, if you didn't KO anything, means the game is over and tied at 0 points which would go to a roll off. Not a guaranteed win at that point, right?

Opposing characters can be given a power action to remove an Exhibit token from a friendly character. When the game ends, all Collected characters are KO'd.
