When an opposing character makes an attack, after actions resolve give them a Wrath token. Character with Wrath tokens possess Battle Fury. When a character with a Wrath token clears action tokens, remove all Wrath tokens from it.
According to the rules...

A character does not technically have to have action tokens in order to "clear" them.
So I would say that Hawkeye (or whoever else) could remove wrath tokens without actually having to remove action tokens.
Actually I think he's talking about Age of Ultron Hawkeye's Avengers Assemble trait:
Judging by the wording of the quote from the rulebook, I'd think that if Hawkeye's opponent chose the second part (Hawkeye isn't given an action token for this action), he would clear that turn. It may have been ruled otherwise on WES though.
