I don't think The Walking Dead would translate well into clix. Most powers and abilities don't fit into the Walking Dead universe, dials would get boring quick.
Zombies are a dime a dozen in that world and generally should not have powers, to include steal energy. Zombies do not heal in that universe, they only swarm people at a snails pace. Perhaps a stealth zombie to represent the one they don't see, plasticity because all zombies cling, and maybe toughness for that one time that one zombie had riot gear... That's about it...
Can the heroes even consider it a win if they all got bit before the last zombie was killed? If the heroes could still win, there is no flavor to the game. If not, there is no real need for anything past a top dial. I mean you could... But the heroes are usually crippled by a bite. That and the zombie player does not have to waste action tokens trying to take down a turning figure. They would just move to the next survivor...
Not saying that this could not be designed. Just saying the heart and flavor would not follow.
I put a lot of thought into a way of making Walking Dead work in Heroclix, and the best I came up with was making it what Dungeons was to Mage Knight: a compatible but independent game, using clix bases and the movement/combat system, but adding a lot more to amp up the flavour, campaign, and methods of play. Also an inventory [items and weapons] system, and a random scrounging/monster encounter system. It all sounds like a lot but it could be achieved pretty simply with an additional deck of cards and a few sheets of tokens.
I was pretty far through the initial conceptualizing, intending it to be a sort of print-on-demand module of sorts, but I abandoned it because I got the feeling nobody really gave a damn. ROC'll do that.

Deck of cards being added in to a tactical game, sounds like that new magic board game. After some thought, I could only envisions a Nazi Zombie C.O.D. scenario. each ranged attack attracts more zombies, after a while you just have a herd at your door steps. More about who survives more turns. Otherwise you would need to include more rules like you have envisioned.
Walkers would be perfect as horde tokens...an 8 piece starter with a bunch of horde tokens with a few special zombie bystanders like riot gear, Sophia, crawler, well would get most of what most people would want. Include scenario sheets like Lord of the Rings starters and the FI and WoL scenario packs had. Add 2 double-sided maps, rules, dice, and it would work...if it sells well enough then an expansion of additional characters could be released.

thats basically what the walking dead minis game from mantic is (reading this post. didnt click link) according to people who played it. im not into zombies but it sounds fun, mechanically.
If TWD were going to be 'clixed, it'd be all about multi-dials on the walkers, and different walker models occupying multiple Common slots.
Like the GF Bruce Wayne from Batman, three 3 click dials separated by KOs. Or Madame Web, four 2-click dials. Or 1, 2, 2, 3. Or whatever.
Let people build hordes, and let each of the walkers offer a mildly different take. It'd be super popular.
Bystander/Horde tokens would be cheaper, but who wants to see a map swarming with pogs? Do it sculpted.
They'd also need scenario rules, so that multiple players could team up against a horde. It'd be pretty simple, just assign basic rules like "on each turn, this character (the walker) moves as close as possible to an opposing character. If adjacent to an opposing character, it will use whatever powers it can to make an attack." There'd be some walkers with short-range Charge, Sidestep, powers like that, so you'd need to have provisions in the auto-behavior rules to allow for that.

I would just have each figure in a Walking Dead set just come with a zombie horde token. So you buy a gravity feed pack and it comes with one figure and one zombie. Allows for the set to cover the main cast, while simultaneously giving folks the generics they want.

That's clever. Although I'd prefer non-blind overall, or fixed releases for Survivors and a blind pack Walker release.
I would absolutely LOVE to have this set.. It would be really cool to see Rick facing off like Green Arrow or someone in heroclix. I would buy lots of these for sure. Like lots.
