(Special) Speed Force:
When Professor Zoom moves at least one square and hits one or more adjacent characters, you may place a Speed token on this card after actions resolve. Increase Professor Zoom's speed value by the number of Speed tokens on this card.
(Special) Return of Barry Allen:
If Professor Zoom has at least 2 Speed tokens on this card, he can use Shape Change and Willpower. If Professor Zoom has at least 3 Speed tokens on this card, he can use Blades/Claws/Fangs with a close combat attack and Sidestep. If he has at least 4 Speed tokens on this card, he deals penetrating damage when making an attack.
(Special) Return From the Future:
If Professor Zoom has 10 Speed tokens on this card or more, you may remove them all to take one extra turn after this one.
(Defense) Alter Your Timeline:
Professor Zoom can use Combat Reflexes. Once per attack, when Professor Zoom takes damage from an attack and this click is revealed, you may deal Professor Zoom's printed damage value to the attacking character if you remove a Speed token from this card. If you remove 2 Speed tokens instead, this damage is penetrating damage.
So i dont understand the return of barry allen . does that mean when he has 3 speed tokens that he can us hypersonic speed while using blades claws and fangs or he can only use sidestep and attack somewone with blades claws and fangs ?

HSS normally allows a free close or ranged combat attack. B/C/F normally activates whenever a character is given close combat ACTION. HSS and B/C/F are not usually compatible.
However, here B/C/F is activated with a close combat attack... and that's what HSS does. He can use B/C/F with HSS.
HYPERSONIC SPEED Give this character a power action and move it up to its speed value; it adds 2 to its d6 roll when breaking away and can use IM OO. During this move, this character may, as a free action, make one close combat or ranged combat attack with its range value halved for the attack. This character must be in a square where it could legally end its move in order to make the attack.
BLADES/CLAWS/FANGS When this character is given a close combat action, you may roll a d6 after making a successful attack. The result replaces this character’s damage value, then that damage value is locked.
