Since the character is on elevated terrain the Sentinel can make ranged combat attacks as though he was on the same elevation. This means he can attack with ranged attacks whether he's grounded for elevated. He can also be fired back on by the character on the terrain.
I have not seen any indication that the Sentinel is an exception to the FAQ blocking terrain rule that "Characters in adjacent squares to the character in outdoor blocking terrain are not considered adjacent for purposes of combat". They are adjacent to characters in adjacent regardless of elevation but not regardless of blocking terrain so I would say no, the current rules do not allow the Sentinel to make close combat attack in this scenario.
And about this... I found this on Sentinel Rules
"May be attacked by grounded, elevated, or soaring characters using Close or Ranged Combat
attacks, and is considered adjacent to characters in adjacent squares regardless of elevation."
Sentinel continues to donīt be allowed to attack.... but he can be attacked ? explain to me please...
I'm no expert on Sentinels, but I think that the phrase "regardless of elevation" doesn't apply here, since EBT is not another level of elevation, but simply blocking, elevated terrain. So, elevated figures can engage on close combat against Sentinels regardless of elevation, but not regardless of intervening blocking terrain. So, figures on EBT and sentinels shouldn't be able to engage on close combat at all the way I read it.
I'm still stuck on whether you can destroy EBT, though (since the rules say you can't destroy elevated terrain), so don't take my word for it.

Captain Outwit is correct on this. A Sentinel is adjacent regardless of elevation but this is not a matter of elevation but of blocking terrain and blocking terrain still disrupts adjacency in this case.

Now here's a picky question; elevated terrain cannot be destroyed, but EBT can, since it is Blocking terrain, which specifically *can* be destroyed. Now, is the edge of a building blocking terrain, or isn't it? If it is, then it too should inherit the vulnerability to destruction. If not, then wouldn't knockback into a building result in no damage, since the wall isn't really blocking terrain?

Anyhow, just out of curiousity did any judges think of taking this issue to the judges forum and perhaps getting DrGandalf's attention. It seems odd to me that the designers would have the Sentinel be adjacent to characters regardless of elevation but not adjacent to characters on blocking terrain. But if that is their intention then I guess we're stuck with it.

You're reading way too much into this. Blocking terrain on top of elevated terrain can be destroyed. Elevated terrain cannot. The edge of a building is blocking terrain that divides the elevated terrain from the grounded and can not be destroyed since the elevated terrain can't be.
Let's not search for ways to make this game more confusing than it has to be.

Only to finish it... (Sorry my english..so i repeating this to you understand , in case of my bad spelling on it )
If my opponnent have a Batman on a EBT. Then my first action i use a character to do damage to the EBT (3 to destroy) and another action I use other character adjacent to attack Batman in CLOSE COMBAT (now Batman is in the rumbles...)

Yes, it's ok. You can destroy the blocking terrain that Batman is standing on and it becomes hindering terrain. If you had a character adjacent to him now they could do close combat attacks against him.
