WHILE THE GAME IS ON, I CAN DO ANYTHING: At the beginning of your turn, choose an opposing character within range and line of fire and choose one: It can't use items equipped to it until your next turn -or- choose a standard power that opposing character can use and The Joker can use it until your next turn.

Phoenix Force: Turning the Dial - When a character assigned a Phoenix Force Fragment is KO'd, attach their Fragment to the resource and immediately click the dial 5 times to the left, moving the dial to the same red click number in the next group. When a character assigned a Phoenix Force Fragment KO's an opposing character or hits with an attack roll that is doubles, after actions resolve, click the dial once, though the Phoenix Force may never be clicked beyond any group's click #5.
Effects of the Phoenix Force - When a standard power is revealed on the dial, characters assigned to the Phoenix Force can use the indicated power. When a modifier appears, all assigned characters modify that combat value by the indicated amount, if the modifier has a border around it, then they modify all their combat values by the indicated amount.
If I prevent the use of a characters attached item, in this case a fragment, and that character KO's a character or hits with doubles, will the resource still click? Also, do they only lose the effect that the assigned item grants, or do they also lose all effects the resource grants?
You can't prevent the use of assigned or attached game elements with Joker's power, so the question is kind of irrelevant. He prevents the use of equipped items. The Phoenix Force, and its Shards, are not equipped items.
