As far as pure relics go, there's no difference between this:
That's not....specifically true.
There is a difference between special objects and Relics. Notably, the Helmet of Fate is not a Relic, and Relics are a type of Special Object.
So, the only times it comes into play are figures like Splitlip (He wouldn't make the Helmet of Fate a free action to pick up), and in big Limited tournaments Special Objects are allowed, while relics are not.
Also, most 'Special Objects' these days are also objects that can be used in attacks, like you'll notice that the Helmet of Fate is actually a Light Objects. So, they're more comparable to the Lanterns out of DC75.

Added all the 'Attack power' upgrades. Few more custom ones in there than before, which I'm not sure is good or bad, and definitely a few changes (SEE NOVA BLAST).
I'd like to get a discussion going now as I go, so we can make any glaring changes before it goes to a final vote.
Final tally for upgrades is going to be about 208 (this is using 'wizkids' math, where 'Terrify' counts '1' for both it's variation on Mind Control, Incapacitate and Psychic Blast).
This is the time to kibosh, add, or tweak anything as we go, rather than wait til it's all up there. Should be finished with the whole list by tomorrow (it takes a long friggin time to copy/paste/format)

Changes I would make to TVK's Movement and Attack upgrades:
Lunge: it may breakaway automatically and move 2 squares use Sidestep.
Passenger: deal this character 1 pushing unavoidable damage
under Charge, the first upgrade doesn't have a name
Mental Shields: targeting a single signle opposing...
Dodge: When this character has 0 action tokens, modify their defense value by +1 they can use Super Senses. 3 5 pts
Retaliation: character is dealth dealt damage
Nova Blast: Once per game, this character may use Pulse Wave as a double power action, ... By making it a double power action, Nova Blast is no longer usable with Running Shot. I'm fine with that, just not sure about others.

Lunge: The reasoning for Lunge not being Sidestep, is that it allows for slightly more maneuverability than Sidestep. If we'd like to 'Streamline' the concept, rather than keep it as it is, that's fine. However, as written, it works with say, Flurry being able to shift twice per attack, or with Charge. Again, not a huge distinction, and I'd be fine with the change if that were a more popular choice.
Passenger: I have no problem changing it from pushing to Unavoidable if that's the general preference. My reasoning for making it just pushing is that I couldn't think of any figures that regularly have Leap/Climb or Phasing that can't take additional folks with them. My initial desire was the use of Passenger gave an extra token (i.e. extra effort, moving for two), but I settled on straight pushing because it A. simulates the game effects of 'Extra effort', and B. I have no problem with say, Spider-Man or Daredevil hauling people around, but I can see it causing some troubles for the Black Cat.
The first one under Charge should be 'Movethrough'.
I like Super Senses for 'Dodge', actually. I'll make that change.
And yes, the Pulse Wave becoming a Double Power Action was entirely intentional, and it's why I ALL CAPS'd it, to make sure that people were OK with the change

My thinking for using sidestep and super senses and unavoidable, was just to stay within the established language of the game.
In the above case, if you stick with Move 2, make it move with a locked value of 2. I don't know if there are any loopholes, but locking it may avoid issues like; I've got the Space Gem, so I can Lunge 4, or perplexed speed.
