If two soaring characters are next to each other, can they make close combat attacks against each other?
1) An opponent on Tuesday charged to soaring with Fury to attack my soaring OWAW Superman.
2) I tried to TK my soaring Supes with soaring Cosmic Boy and I was told by another player (who is also a judge) that the 2 soaring figs are not considered adjacent while soaring.
3) I found a thread from August in which Canada Maestro said, "a soaring character can make a ranged or close combat attack against an adjacent soarer."
4) The rules say soaring figs must break away from adjacent soaring figs.
5) Rules also state that ranged attacks can be made between the two. There is no specific mention of close combat actions.
Bottom line: Do two adjacent soaring figures interact like two adjacent hovering figures?

Yes, soaring characters are considered adjacent if they are next to each other so they may make close combat attacks. Page 7 of the rulebook under Adjacent Squares:
"Soaring characters are adjacent only to other soaring characters (see “Flying ”,p.4)."
And on page 13 under close combat:
"Soaring characters can make close combat attacks only against adjacent soaring characters."

Perfectly ok provided they remembered to take into account the 1 movement point to change flight modes.

That judge ruled incorrectly. They are considered adjacent so TK can be used.

The rules have changed since August with the release of IndyClix so not all rulings made back then still hold true. However, in this case the ruling still stands. I've already quoted the rules concerning close combat and the General FAQ under Soaring:
"A soaring character may make a ranged combat attack against an adjacent soaring character."

Actually, there is specific mention of close combat.

1) Close combat is possible between soaring characters, so the charge is fine.
2) They are indeed considered adjacent. The rule book and the FAQ refers to two adjacent soaring figures. You should have been able to TK your Supes. The entry that may have raised some doubt is in the glossary.
"adjacent squares: All squares on the battlefield that are touching one center square. Characters in adjacent squares are adjacent to each other unless one is soaring, on elevated terrain, or on the opposite side of blocking terrain."
The important part here is the word "one". Since two are soaring, then they would be adjacent. Two figures side by side on a roof (elevated terrain) are still adjacent.
Under the Adjacent Squares section (page 7) in the rule book, you will find the sentence "Soaring characters are adjacent only to other soaring characters"

4) They sure do.
5) Page 13 of the rule book, under the Close Combat section states "Soaring characters can make close combat attacks only against adjacent soaring characters."
For reference, what Cosmic Boy could not do would be to TK a soaring Superman into hovering. Soaring Cosmic Boy can TK the adjacent soaring Superman just fine, but he can't change Superman's flight mode.
