1) Can a character move next to a friendly flier - THEN can the flier pick up the moved character and carry them on his action?
2)A stealthed character is hiding in a bush. A enemy unit moves next to the bush. Is the stealthed character considered to be based and have to roll to break away if it wants to move?

No. The flier must start adjacent to the character they will be carrying and pick them up before moving. Then they must place them adjacent at the end of their movement.

Yes, they are adjacent so the stealthed character would have to break away. Stealth only blocks LOF, not adjacency. Otherwise you wouldn't even be able to hit them with close combat

A flying figure can carry another figure as long as the flying figure is adjacent at the beginning of its move. So yes, you can move a figure adjacent to a flying figure, then use the flying figure to carry the moved figure (provided the moved figure doesn't have Battle Fury, is carrying an object, or is a flying figure).
