If i have a damage reducer like impervious and am attacked for 3
Does the attacker still take the one penetrating ?

Red Robin cares about damage assigned, which happens before damage reduction/ignoring happens. So yes, if you are assigned 3 damage, and then reduce some or all of it, the attacker takes the 1 penetrating from Red Robins power.

Keep in mind you do need to assign the damage. So if a character successfully rolls Super Senses, it can't be assigned any damage and wouldn't activate this effect.
