The only reference I can find to specifically modifying damage dealt is this: And we all know Star Trek doesn't count.
There are plenty of modifiers to Damage DEALT: Impervious, Invulnerable, and Toughness all modify Damage DEALT.
There is also an Older Sentinel Mark V (I think) that can add to Damage DEALT.
Plus a couple of old 3-D Objects like the Soda Machine and the Mail Box.
One neat thing to know about the rules is that You can Not modify the Damage VALUE of a NO DAMAGE Attack but you can modify the Damage DEALT on such an attack. Bear in mind that Crit Hits and Crit Misses still dont work with NO DAMAGE attacks but if you can work in one of the other tricks.... rulebook p. 10

There are plenty of things that say "increase" damage dealt. That ship is the only thing in the game that specifically uses the word "modify" in conjunction with damage dealt.
The point was that there are plenty of things in the game that can increase something other than a combat value, and those things do not actually fall under the technical definition of "modifier" in the game. Or at least the closest thing we have to a technical definition.
There are plenty of things that "increase" or "decrease" something other than combat values: damage dealt, damage taken, the number of , the number of Smoke Cloud or Barrier markers a character can place, the amount of clicks healed on a Support or Regen roll, the number rolled on a die, etc.
And it doesn't actually matter if you call them modifiers or not, since nothing that exists in the game cares about modifiers to anything other than combat values. Yet.
Indeed it does. And it looks like he's the only thing with that wording. Good ol' fashioned WKs consistency. Also, wow, the search function is even screwier than I thought.
And as pointed out by IceHot in a PM, the glossary definition does say this:

MODIFIER: A number that increases or decreases a combat value, damage dealt, or damage taken.
He also pointed out one thing that actually cares about something other than a combat value being modified: So, damage from an attack with that can't get the Crit +1, nor can it be reduced. And it does have a clarification on the WIN (which was copy/pasted from the old PG).
So, yes, damage dealt/taken can be modified, and there are a couple older game elements that care about those being modified.
