Yes, a special power is any *white* colored power, regardless of where it is on the dial. Game effects are another thing entirely.

and i NEED to give her the Phoenix force for invulnerability, and energy explosion to go with that attack power!

Just keep in mind the 3 bolts given to her won't increase the splash damage since energy explosion looks for PRINTED bolts. That's still only 1 bolt.
