I realize that Spectre wasn't always portrayed as some uber-entity in the All-Star Squadron, and I'll just accept that the older stories worked similarly, but he was still capable of a good deal more than this dial gives him.
I would have also liked to have seen some different starting lines for many of these characters.
Not just the old school JSA, but for a lot of the characters. 35 points for a 3-click Harley? Great. But why not 50 points for a 5-click Harley for someone wanting a little bit more?
I am not saying that everything should 8-10 clicks deep and cost north of 100 points, just that the main attractions in the game, the heroes and villains, be given more opportunity to be the stars.
The JSA here may all be "good for the points", but there are a whole lot of figures out there that can take them out in a single shot and not really have to work that hard or be that lucky to do so.
Example:
Boomerang is not more powerful than Spectre. Not even Spectre from that fabled "Simpler Time", yet here he is capable of one-shotting him on a slightly above average roll with only shape-change standing between Spectre and the grave.

I think that making a lineup that can be played at 300 is great, but they should have included some options to let players pick-and-choose a line-up that can be played at that same 300 point level and give them some line-up combinations that could be played at 400, 500, or maybe even 600 as well.
So add that second starting line. There is certainly no shortage of dial space to add a click or four to different characters.
So Spectre should just stand there to get ranged combat experted? I would rather take my chances with close combat and destroy the higher costed boomerang.
As for the thread. No I don't think he is the saving grace of the team, but he gives them a nice chance in a regular 300 point game if the opposing character isn't expecting it. Not many plan for a 19 defense character with "bonuses" happening within the TA.
I think what would save the JSA is an ability similar to the Avengers and Brotherhood TA. Either have Dr. Fate give it or make it a 2 point ata (0 points if 9 or more characters share the keyword). The team lacks a lot of beef for now and very important support powers. Support, perplex and outwit should be with at least one of these characters and Alan really needed TK to get them around. I'm hoping Johnny brings the regular prob and perplex and Fate brings special perplex and TK.
To really help with the move ratio, I would suggest that amazing ability they gave battlestar. Maybe the rookie
Johnny. That could easily get them the actions needed.
Eh, I dunno. 11/19/3 damage ain't nothing to sneeze at. Mind you that's the same offense/defense values of Top dial KC for 40 points on his last click. I think it's pretty good representation of pre-Wrath Of God Spectre: a hard to hit Ghost that supports his teammates up top, then when he wants to ramp up and 'get in the game' he gets pretty good stats

Where people didn't have to shell out 100$ to make their JSA god tier.
Having a nice cheap option helps the team quite a bit for the penny pincher

He might make the team playable, but he doesnt make the team the JSA.

I mean, if I'm fielding Boomerang here I'm fine with you phasing up to me. Attempting Sidestep breakaway is free anyways, so I have a 50/50 shot of doing that with no negative consequences.

Odds of successfully side stepping away and then hitting spectre with an attack assuming he puts both of his RCE bonuses into attack....
Odds of Breakaway * Odds of 13 hitting a 19 * odds of shape change failing
0.5*(26/36)*2/3= 24%
Odds of him one shotting Spectre that bases him:
Odds of Breakaway * Odds of 11 hitting a 19 * odds of shape change failing
0.5*(15/36)*2/3= 14%

Because it's just that easy, right?
I mean, phase on up. You won't get to attack and Boomerang will still have an 11 attack and if he hits for just 2 Spectre loses that 19 defense and shape change.
Also, since Spectre is is in "take the fight to them" mode all of those other JSAers out there are not going to be getting much out of his defense value making it that much easier for the rest of the opposing team to hit them.
He has not got to use RCE for damage either.
Again, 2 damage really puts a big dent in Spectre's value. Maybe Boomerang goes to a 13 attack so a below-average attack roll won't take him out, but it will put quite a dent in his effectiveness.
I'm just saying that Boomerang is Boomerang and that's all well and good, and a cheap Spectre is all well and good too.
But there are a lot of KO slots on those JSA dials and giving them a higher cost option with a few more clicks of life would be far from the worst idea they ever had.
I wouldn't care if, in Spectre's case for example, those exact same four clicks were repeated to give him 8 clicks at 100 points or whatever.
They do not have to make those extra clicks earth-shatteringly powerful, just give the character more staying power and thus more opportunities to make a difference in the games he is used in.
Someone likes having the entire team at 300? Nothing I am suggesting changes that. They could still have the entire team at 300.
