Weird question. I've always assumed that he basically makes the target of his Outwit unable to use the other powers as well, but have I assumed incorrectly? Does he Outwit a thing, and then everyone else who has that power can't use those specific abilities?
The thought came to me when I misremembered how he worked, thinking I might be able to "outwit" Power Cosmic for those powers, but since they're not countered, that obviously won't work.

This piece puts in work for 30 points. He's definitely worthy of a prime slot. He outwits one thing on the dial (while in stealth) and then shuts down your opponents' outwit , prob, perplex. On that note: If their main attacker is out of LoF of the rest of their force you can even stop a desperate "self theme prob". 4 click, 6 range, with PD TA to boot; very thrifty top dial outwit if nothing else.

While I'll admit Uni-Mind can just pick him off, I do want to stress that this special power in itself is very useful against him. Outwit is huge against choice pieces like Uni-Mind, and since you're also going after Perplex, you don't have to worry about him "channeling energy." Counter whatever you think he wants to get, and you'll make sure he has to stay on Power Cosmic to get it.
