Is it possible to use a R Green Arrow dual arrows to Inc. the same character twice in one turn, therefore causing a push? I know that you can not assign damage to the same character in the same turn, but Inc. is not a damage dealing attack. Thanks a lot.
No. You can only target a single character ONCE during an attack with INC. In GA's case, he could INC two characters simultaneously, but not use both attacks on one char.
When using a multi-target attack (2 or more bolt on the base), you cannot target the same figure more than once.

All characters show one, two, or three lightning bolt symbols beside their range value. The number of lightning bolts is the number of different targets your character may target with a single ranged combat action. A character may not target the same character more than once during a ranged combat action.
So no, GA cannot target the same figure with both targets.
Technically, Incap. IS a damage dealing attack. It deals 0 damage. However, backed by enhancers/SHIELD team, Incap can, in fact, deal damage in addition to incapacitating.
For contrast, Mind Control deals NO DAMAGE and can't be enhanced up.

No. The attack is ONE attack with multiple targets. The attack is either a normal damage attack or an Incap. attack. You cannot mix the two.
