This is a poor explanation, even if that is the intended effect. Nothing says he has to place the water terrain marker in the "same square another character occupies."

This is called hedging: I never said that, but if I did, it is common sense. It's categorically false and don't try to weasel out of what you said as a supplement to somebody's explanation of how the power works. I can think of about 3 scenarios where the utility you are describing is far from advantageous.

It does not specify that where you place the Water Terrain has to be in a square another character occupies.
Neither does it specify that the character chosen has to be occupying the Water Terrain you just placed, just water terrain within 8 squares.
Therefore "Place that character into an adjacent square" could refer to;
- adjacent to the square of Water Terrain you placed.
- in a square adjacent to the selected character.
- in a square adjacent to King Aquaman.
As others have pointed out, previous instances like this would point to it being adjacent to King Aquaman.
For each opposing character Skull Ship damages with a close combat attack, after actions resolve place adjacent a Drone bystander token.
In this example it equally doesn't specify "adjacent to what? - the skull ship or the opposing character" but the ruling was adjacent to the skull ship.

When 'adjacent to ...' is not specified, you should be able to gather the subject based on the context.

Thank you for posting these, specifically Vindicator. Hers was the power I was trying to find yesterday, but couldn't remember the figure it was on. Aquaman has functionally the same wording as her, in that it is referencing the targeted character/square.
