what is meant exactly by their powers can not be countered?

means that they are immune to outwit. if you read that you have to roll a die to use outwit, that is for the scenario only, where the power cosmic ta isn't used.

From the Indy rulebook glossary:

Quote

counter: Removing a character’s ability to use a power or ability. The effect of a power that is countered while it is being used ends immediately.

For example, Outwit is used to cancel a power on another character (per the rules for Outwit).
