2017 rulebook page 18:
3) THE RULE OF ACTION TOKENS

No effect can result in more than two action tokens on a
character. If an effect would cause this to happen, place
action tokens on the character until it has two action
tokens and ignore the rest. You can’t choose to use any
effect that would cause your character to be given a third
action token.

Here is the part of the rulebook that wizkids are referring to:

Jakar is the source in this case, and since his power says "within 2 squares" the reference point is the source, which is Jakar. Hence, you target within 2 squares of Jakar, not the initial target.


Dormammu is worded similarly and I've asked the same question and gotten the same response.
