Can you place smoke markers on smoke markers?

If I run 2 BTAS Joker 003
First one uses smoke, puts the marker on a piece, makes his attack to give an action taken. Can a second BTAS Joker 003 smoke on the same character in attempt to give a second action token?

I though the rules said the smoke has to be placed in clear terrain but looking back at the rules I see no such thing. So what would stop you?

That works just fine. Just be aware that the first Joker must make his attack before the second SC get placed.
