A Sentinel is on one side of outdoor blocking/elevated terrain and an opposing figure is on the other. Can the Sentinel shoot the opposing figure and vice versa?
A Sentinel is on the far edge of outdoor blocking/eleveated terrain and an opposing figure is on the other side of the blocking/elevated terrain, beside the terrain but not elevated.(the bottom of a building) Can the Sentinel shoot the opposing figure and vice versa?

No. Outdoor blocking terrain between two figures that are on the same elevation blocks line of fire and "adjacency."

Yes. The Sentinel would follow the same rule as other figures and may draw line of fire to figures that are not elevated from elevated only if the only line of blocking terrain the line of fire crosses is in the square the Sentinel occupies. The non-elevated figure could also make a ranged attack against the Sentinel, even if the non-elevated figure was not a flyer (provided it has a ranged attack at all).
