SO FALLS THE REALM OF LIGHT: Opposing characters within 6 squares that can use Outwit, Perplex or Support can use Battle Fury.
I'm a little unclear on the full outcome of this ability.
I get that it impacts opposing char. within 6 squares. and IF they have one of those 3 powers they "can use battle fury"
But:
Does the wording "can use" mean the battle fury is optional?
And if now, I guess that only stops them from making ranged attacks. Would there be any other benefits for me?
Can they still use those powers that triggered this effect?
It seems like this only shuts down range attacks but I'm curious why the trait even lists those specific powers as a trigger?

There is no "Optional" in Heroclix, passive powers are always "on".
I've completed collecting the IC, CT, XP, CM, Ult, MM, FF, AW, Sin, SN, AVE, M&M, SI, HoT, WoS, GSX, CA, IH, GG, AVM, CW, M10th, ASM, IM3, WK11-16, FI, WX, T:DW, CA:WS, IIM, DoFP, DP, GotG, AoUM, AoU, AVAS NFAoS, CACW, UXM, SFoes, DXF, GotG2, ADW, WI, MT T:RM, AI SW:B, EX, ABPI and X:DPAS sets.
Looking to get PR Professor X (W/X-Men) and pre-release "IC" Wolverine.
"CAN be used" is a power that you are able to use. "Can" and "able" or synonyms in English.
If Toughness is on your dial then you CAN use toughness.
According to the rules if you CAN use a "passive" or "triggered" power, then you will use that power. If you CAN use an "ACTIVATED" power then you have to activate it to use it. If you dont Activate it (usually by giving an action) then you dont use the power that you CAN use.
Examples of PASSIVE powers
Toughness - You have no choice you have to reduce damage if you can.
Defend - Passive, but "MAY" gives you a choice.
Examples of TRIGGERED powers
Enhancement - You have no choice when this power is triggered your friend gets the modification if it can.
Super Senses - a triggered event that happens when you would otherwise be hit, but "MAY" gives you the option to decline the roll.
Examples of ACTIVATED powers
Poison - You give a free ACTION to activate the power. If you can use the power but dont give the Free Action then it doesnt activate.
There are also combinations of some powers that are both triggered and activated. In those cases the triggered part happens but you still have an option on the activated parts.

In other words, if you "can use" Battle Fury then you are using Battle Fury.
There is no option.
As for the reason why the power uses those specific other powers? That would be based on story, I assume.
Remember, these figures are supposed to represent characters that have appeared in stories, and sometimes the character as they appeared in a specific story.
