A friend and myself have been fumbling through teaching ourselves HC and have a number of questions. The first concerns fliers:
1. Can fliers "land" on rooftops on outdoor terrain that is "blocked"? I saw in the threads that flyers can fly over blocked terrain that is outdoors, but can they stop and attack from a roof, for example?
2. If a card says "a character can use outwit and perplex" does that mean they have access to both but can only use one or the other per turn?
3. If a character attacks another with exploit weakness, and they attack with an object, is the object also considered penetrating damage?
1. You can never occupy a square of blocking, though you may be able to move through it in some instances, you just can't stop on it. So if your rooftop is blocking, then no, but if your rooftop is just elevated terrain, then you can land there.
2. You have access to both, and can use both on the same turn.
3. You can not combine an object attack with Exploit Weakness. They both require an action to activate.

They can use both.

Object and/or blocking terrain don't take damage. They're destorted if the character damage rating is 3 or more,

(Not rules at all, just theorizing made-up rules.)
This brings up an interesting point. I'd love the concept of characters with Flight being able to land on outdoor blocking terrain, at which point it would be considered elevated terrain 1 level higher than the highest printed level. Unfortunately, that gets a little complicated when you consider characters that temporarily have Flight and can lose it (such as bvs012 Batman). Game balance would be a bit of a wash. An all-melee team would have issues, so you would have to allow it to be "destroyable" into standard rubble with a Destroy action. At that point it only has issues if they have nobody with 3+ damage (or Leap/Climb)... which, come on. It's easy enough, I feel nothing. A flier that gets shot up there and loses flight has no choice other than to stand there while the enemy lines up to get them. Their fault for choosing this perch; it's the risk you took.
Of course, this would never really happen. WK theoretically wants the game simpler, and we still should first resolve the issue that Great Size should inherently have Improved Movement: bust walls, a far simpler thing to accomplish. While we're at it, if a line of fire to a character became blocked due to Stealth, that character also should not block that source's LoF to other targets... and we could go on forever.

Off topic, but when I was a judge, I made a house rule like that (although I made it 1 elevation up, which made for some hilarious interactions on a couple maps). I added that if the blocking under them was destroyed, they would take 1 unavoidable "falling" damage to balance it out. It rarely came up but it was some fun flavor to add.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

In looking at this again, just to clarify, so you have to chose essentially is how I read this. You give and action token and attack with an object (I thought this was automatic), or, you use an action token to exploit weakness. Am I correct?

You use a CLOSE action to close attack -resulting in a token or
you use a CLOSE Object Action -resulting in a token
Definitely look at the Inherent Actions sections of the PAC.

Getting closer.
In your example, you declare what kind of action you which to give:
CLOSE to use Exploit Weakness
OR
CLOSE to use the object Attack
You can only be given 1 CLOSE action so you choose which one you want to activate with your CLOSE.
The action then resolves and you place the action token. You never place the action token when declaring the action.
Visible Dials and Pushing Damage need to be optional. This is the way.
