There is no limit to the number of Robugs you can have on the map assuming they came from Lord Dregg taking damage from attacks.

No, that's not what it says. It says you can only generate Robugs with the POWER action so that there are no more than 3 on the map. There is no such restriction on Robugs generated due to the triggered effect.
