First turn attacking?

Are the rules regarding being attacked in the first turn still in effect? I looked on the Wiz-Kids site and could not find ANY refrence to them at all.

First Turn Immunity is point 1.12 of the HeroClix Tournament Rules.

Quote

During a player’s first turn, he or she may only attack those opposing figures that to not occupy their original starting position on the map.
