I'm sure this has been covered already, but if a flier is based by a non-flier, the flier can fire out of adjacency.

If a non-flier is based by a flier, can they also fire out of adjacency or is this only for fliers?

Only for fliers. If you're grounded and get based, you can only attack adjacent figures whether they are hovering or grounded.

It goes towards making up for not allowing flyers to be carried.

Overall, I don't particularly care for it as using weenies was such a viable strategy. But the vast majority of high-cost figs are flyers (I think Magog, Savage Hulk, Kang and Dormammu are the only grounded figs over 175) and keeping them from getting creamed because of a moloid isn't the most horrible rule ever.
