Question about breaking away and perplex W/ RCE-CCE
2 questions:
1. If you have two characters (one is a flyer) both are adjacent to each other and to an opposing figure- Do you need a break away roll to carry the grounded figure with the flyer?
2. Can you Perplex your Attack Value while using RCE or CCE? (Both state that "No other powers may increase character's damage value or damage dealt")

1. Only the taxi needs to roll breakaway. If they make it, then they can automatically "yoink" the other away
2. Absolutely. If you are Perplexing the Attack that does not increase the damage, so it is fine.
Also, once the new rules from Universe become official, you will be able to Perplex RCE/CCE (look up "Rule of 3")
1. The flying figure must make a breakaway roll if it wants to move away from the adjacent opposing figure and does not have a power that lets it automatically break away (L/C, phasing, HSS). The passenger does not need to make a breakaway rolll because it is being moved, not moving on its own. If the flyer makes the roll then it can pick up the passenger and fly away as normal.
2. Yes, it sounds like you might be reading a pre-IndyClix PAC for that power description. Originally you could not use *any* other power in conjunction with RCE/CCE except PC on the roll (and this included Willpower, so if Batman wanted to push to use CCE he'd have to turn off his Willpower and take the push damage). But with Indy they clarified CCE/RCE to state that no power could be used to increase damage only. So you can Perplex up Attack value or Range value, or you can Perplex down the target's Defense value. You just can't currently effect Damage with a super power when CCE/RCE is being used.
That being said, this will all change again when Universe comes out. With Universe we will be getting the Rule of 3, which states that the highest modifier a stat can receive is +3. The wording states that you *can* Perplex up Damage when using RCE, but only to a maximum of +3, +2 of which will be coming from the RCE/CCE.
