I think you should be worried primarily about the best deck and best players before you worry about anything else and we know what those are allready.
I’m not the best player(I have been testing B&B for PCLA for the past 3 months)
but I predicted the top 8 for the last 4 PCs with in one deck each time.

1 T-bolts
1 Titans

NTZ: fine
Fizzle/Detective Works/Jason Todd: who runs Gotham?:ermm: Even if you run into one, just use your own NTZ on them.
Evasion: attack a character without evasion maybe? And Evasion doesn't see play as a whole
Escape Artist: Nobody runs New Gods, and you have NTZ
Heroic Sac: NTZ it
Roy Harper: NTZ their Press the Attack in response to them recruiting Roy
The answer to Dr. Light would be to win before turn 6, and this depends a good bit on the deck running him. I'll use Sin City as an example of a bad case; Storm and GCPD Officer x3 requires you either hit 2x NTZ, NTZ & Blindsided, or Blizzard & NTZ and hope there's not a Utility Belt on one of the Officers. Doable, but not the easiest thing to accomplish.
A good general tactic for stopping the combo from auto-winning is, oddly enough, the Latverian Embassy. Since you'll normally WANT to play it from the resource row for the card draw, and you need to pass before it can resolve and ready the character, being able to flip up the Embassy before it resolves can mess with a player not prepared properly. The correct play for a Thunderbolts player is to play both Conspiracies on the chain at the same time. Since you can play new effects between the resolution of the first & second copies, this'll protect against the Embassy and not otherwise hamper you. ^_^
You really cant beat Evasion cause Before turn 6 all thier guys will Have Evasion.
Also there is one card Tbolts cant stop even with NTZ because it can be played at anytimes and that is Tower Of babel which total runs Rough Ragged over this deck,
I honestly wouldn't feel comfortable taking a deck that has so many silver bullets against it. It's a good deck, no doubt. It's a VERY good deck when no one is expecting it. Doom isn't dead, and never will be. He shuts the deck down.. almost completely. Yeah, you can stun him first.. but something tells me that your opponent will know you're trying to do that. The Avengers deck is consistent, and isn't combo which is generally a good thing at a tournament consisting of this many rounds. If I were to play T-bolts, a team up with Gotham would definately be how I would run the deck.

More of a Medium Build and the one apoc against stall. You know what to NTZ..TTGo, Deadly Conspiracy, Panacea Potion, Call down the Thunder, Recon, Savage...etc...
