Give this character a power action; it moves up to its speed value and makes a close combat attack as a free action. After resolving this action, this character takes 1 pushing damage that ignores Willpower and team abilities.

A character that already meets the prerequisites to use a feat may have its combat values modified as long as the modified combat values still meet the prerequisites to use the feat.
The damage is modified when you take the action that grants the attack
Gee so I assume you feel just about your 80point something pouncer bashing the lights out of a 150point something bruiser.... how fair indeed.
And now this 80 point pouncer can't even hurt my 150 point something bruiser can he?
And whats to keep this 150 point bruiser from turning the 80 point pouncer into a smear on a nearby wall?
If the 150 point gets his hit in first he creams the pouncer. If the pouncer goes first now-a-days, nothing, and even "back in the day" he would, at best, leave a Seth designed figure in the strength of his dial (the middle).

I know these are silly (rhetorical) questions but the point remains. They took a simple rule and mucked it up because someone went "OMG! Pounce with a Meteorite means penetrating damage! We can't have that!"
Define "rhetorical" please.

Point Costs are the prime rule of this game. Obviously some people cannot accept the loophole in the rule of three (that they have probably milked to death) to be gone.

How about teaming him up with a 70point PB, PW, RCE shooter or an EW, CCE basher to even the odds. OR you could use Outwit or Incap -sheesh

I've had issues with Pounce for a long time, and now I'm seeing the rules question here dovetailing into game balance/design/fairness.
First, Pounce gave us an option to turn several low-pointers into 3 damage hitters...some good, some bad. Anything from R Iron Fist to Hellbaby to Hypertime Robin.
From there, the best deal was obviously a Pouncer that could deal the most damage in exchange for the one click...enter Super Strength.
Now, I've always wondered why it was okay to turn R Iron Fist (54 points), R Ult Spiderman (46 points), E starter Spiderman (55 points), R Venom (70 points) into extremely dangerous long-range Chargers capable of dealing 3-5 damage (or 6 with the soda machine) with AVs running at 10 or 11 (or 12 if Venom Perplexes his AV), but it was not okay to turn Despero into a 159 point Pouncer capable of a 13 AV and 5 damage dealt on his first click. Bear in mind Despero would be wasting all the points he spent on his top click of Psychic Blast and would be Pouncing off of his best click. Or look at the old E Abomination...he would go from 86 to 101 points and Pounce with an 11 AV and 8 damage. Okay, that is scary.
So maybe it was the Super Strength issue that originally caused the designer to impose an arbitrary damage value limit.
As to the rule issue, I would submit that the real problem was when Meteorite was ruled to prevent Pounce. As a bit of a timing guru, there is NOTHING in the rules that deals with timing after a feat has been started...as others have stated, feat prereqs are checked two times only---at assigning during team builds, and when the feat is activated.
Since we are almost certainly stuck with the ruling, I wish now that Pounce never had a damage value limit, but objects had simply not been allowed at all.
That way you could pay:
37 points for V Spoiler to Pounce for 10 AV/3 damage
54 points for R Iron Fist 11 AV/3 damage
70 for E Iron Fist 12 AV/4 damage
101 for E Abomination 11 AV/5 damage
201 for U Ultimates Hulk and turn him into a playable character.
I would have liked it if Pounce had stated "your damage is reduced to 2" rather than limit it to only 2 damage characters. That way, Hulk could Pounce, he just wouldn't deal massive damage doing so.
The bad thing, is that the change to Super Strength and objects would still affect Pounce the same way it is, even though it's a ridiculous application of the rules.
