Green Arrow and the Vulture engaged in a slugfest that left both of them badly beaten up. Even as the Vulture finally succumbed, Green Arrow with a weary, "Did it!" collapsed in exhaustion on top of him.
"Wow, look at all these old timers," the Flash said, running in and punching Dr. Octopus.
"Excuse me?" Black Canary bristled.
"Always excepting you, of course," the Flash tried to save himself.
"Who is that? He's fast, like the Flash, but..." Shade began.
"Oh I'm the Flash all right, just not the Flash that you're used to."
Ock pushes himself on Hawkman. Needs 8, rolls 2. He was gonna ko himself anyway, it's as good a time as any to roll snake eyes.
Just for the symmetry I'll pick Angel and Cyclops of the X-Men. The X-Men don't stand out in the 60s, imo. The 70s is where they start to shine and I'm sure we'll see some of them. But for now, I've always seen Cyclops as Mr. X-Man anyway and there's a purity to the simple powers of Angel. Angel simply flies Cyke to I12. he's J11.

Thor births Jane, I have an idea for her although she merely moves to H14 for now.
"Hang on, Cyclops, the Angel is about to show the other bird guy the what for," Angel says flying in with Cyclops.
'Too late!" Cyclops says as Thor's hammer takes down Hawkman.
"Rats!" Angel says, "Hey, who's the pretty lady?".
"Leave it to you to find the pretty lady," Cyclops shakes his head.
"Beloved? Why art thou here?" Thor asks.
"This is my battle too, Thor," Jane Foster says, "Even if I'm only a woman in a world of Gods, aliens, iron men and mutants, I have my part to play also."
Not sure what you're up to with Jane, when every single piece of yours is at full strength, but I guess I'll find out.
For my money, there are three characters in DC that really usher in the start of the Silver Age. Flash is one. Another is Martian Manhunter. I'll bring him in now. JLTW at 200. I was originally going to do him at 100, but upping the points gave me some wiggle room, and I need to deal with Thor. I'm sure you can guess who the third will be.

J'onn HSS to J21, attacks Thor, AV11 on DV18. Rolls 4. PCs that to 3. Ugh. Well at least it wasn't a 2. He ends in N23
Canary on the Skrull? Skrull roll is 4. AV10 on DV16. Gets 7. Would have rather gotten that with J'onn, but oh well. 2 to the Skrull.

"It is clear that you are quite powerful," a voice spoke near Thor's ear. "You may be too much for my allies, but you will find me a more formidable opponent."
"Who is there? Show yourself coward!" Thor commanded.
"Very well, I will do that, for I do not fear you," the Martian Manhunter said, appearing next to Thor. He tried to strike, but the Asgardian blocked with Mjolnir.
"Then thou'rt more foolish than I thought," Thor said. "For I am the scion of Asgard and my power is such that you should fear me!"
With Thor's statement he throws Mjolnir at J'onn. His invisibility lets him evade the blow.
"I think we're more evenly matched than you know, Thor," J'onn says.
"Even? Nay!" Thor says calling winds around J'onn to batter him until he can no longer concentrate to stay invisible. Once seen, he's an easy target for lightning.
"I'm so glad you're on my side, Thunder God," says Iron Man.
"Your side? I think it is the reverse, my friend," Thor replies.
Flash Perplexes his Damage to 3. HSS to N21, attacks the Saboteur - maybe. Skrull roll is 3. AV10 on DV16. Gets 8. 2 to the Saboteur after Toughness. Flash ends in Q20

"I have him!" the Skrull said, trying to tie up the Martian Manhunter.
"You would think we would be kindred spirits, shape changing extraterrestrials on a world not our own, yet I sense only a hostility to this planet from you, while I would protect it," the Martian Manhunter said.
"Spare me your philosophizing," the Skrull said.
"You'd rather fight than talk? I can help you with that," the Flash said, landing a punch on the Skrull as he sped past. The Martian Manhunter took advantage of the distraction to move to a safer position.
Electro replaces the last Skrull. He's not a favorite but there's something so old school about a guy running around with a star on his head. He attacks Per. Needs 8, rolls 10. Rerolls for Per: 9. SS is 4. Not bad, 3 to Per from a mediocre fig.

"While the whole lightning bolt thing couldn't have happened to better target than Degaton, I suppose I'd better make sure you don't do it again," Black Canary said, targeting Electro with her Canary Cry.
"Geez, lady! Ow! That ain't fair!" Electro complained, blocking his ears.
